Nasir Mahmood Khan Khosa

Mr. Nasir Mahmood Khosa is a retired Pakistani civil servant from Dera Ghazi Khan, belonging to the Pakistan Administrative Service. Biography

Nasir Mahmood Khosa is a retired Pakistani civil servant from Dera Ghazi Khan, Punjab. He belonged to the Pakistan Administrative Service (PAS, formerly District Management Group) and reached the apex BPS-22 grade, the highest rank for serving officers. He was promoted to Federal Secretary in 2010 and is widely regarded as having one of the most distinguished bureaucratic careers in Pakistan, holding several of the country’s most prestigious and coveted administrative positions.

Family and Background
He hails from the prominent Khosa family of Dera Ghazi Khan, known for public service. His brothers include:

Asif Saeed Khosa (former Chief Justice of Pakistan).
Tariq Mahmood Khosa (senior police officer and former Director General of the Federal Investigation Agency).

He is also a maternal cousin of Latif Khosa (former Governor of Punjab).

Education
Khosa holds multiple advanced degrees, including:

A degree in English Literature.
Public Administration.
A Bachelor of Laws (LLB).
Postgraduate specialization in Development Economics from the University of Pennsylvania.

He also completed studies in economics and related fields. He is a Senior Humphrey Fellow (a prestigious U.S. State Department exchange program for mid-career professionals).

Civil Service Career
Nasir Mahmood Khosa joined the Pakistan Administrative Service as part of the sixth Common Training Programme (CTP) around 1980. His early career involved district-level postings, including service in Balochistan (roughly 1979–1991), where he handled revenue, law and order, and development work.

Deputy Commissioner of Faisalabad and Lahore.
Commissioner of Lahore.
Additional Secretary roles in Finance, Agriculture & Food, and Establishment divisions.
Principal Secretary to the Punjab Governor.
Principal Secretary to Chief Minister Chaudhry Pervaiz Elahi (2002–2008).
Chief Secretary of Balochistan (April 2008 – February 2010).
Chief Secretary of Punjab (February 2010 – April 2013), serving during Shehbaz Sharif’s tenure as Chief Minister.
Promoted to Federal Secretary (BPS-22) in 2010; he also served as Additional Secretary in key federal divisions.

After retirement, Nasir Mahmood Khosa served as:

Executive Director / Alternate Executive Director at the World Bank (2013–2017) in Washington, D.C., representing Pakistan along with Afghanistan, Algeria, Ghana, Iran, Morocco, and Tunisia. He chaired the World Bank’s Human Resources Committee.

He has held several high-level corporate and governance board positions, including:

Chairman of Government Holdings Private Limited (GHPL) (state-owned entity managing investments in energy and infrastructure).
Board member / Director of PakBrunei Investment Company Limited.
Chairman of Pakistan Tobacco Company (PTC) (as of recent appointments, including April 2025 in some records).
